EU environment ministers have agreed in principle to cut greenhouse emissions by 20% from 1990 levels by 2020. The ministers, meeting in Brussels, also agreed to seek a 30% cut worldwide if matched by other developed nations. The proposals, outlined by the European Commission in January, are seen as a key measure to curb climate change. The EU must still decide how to make cuts, allowing for a possible compromise with member states opposed to mandatory targets.
Hungary and Poland, who joined the EU in 2004, are said to have opposed the cuts. Finland has also reportedly voiced opposition to the Commission’s targets. But German Environment Minister Sigmar Gabriel said his country was prepared to go further and cut emissions by 40%. [BBC]

La République tchèque et la Pologne accueilleront “probablement” sur leur territoire le système de défense antimissile américain : le premier ministre polonais, Jaroslaw Kaczynski, et son homologue tchèque, Mirek Topolanek, l’ont annoncé, lundi 19 février à Varsovie, à l’occasion d’une visite du chef du gouvernement tchèque. Washington a officiellement demandé, le 20 janvier, à la République tchèque et à la Pologne d’accueillir respectivement une station radar et dix intercepteurs de missiles pour parer à d’éventuelles attaques en provenance de l’Iran ou de la Corée du Nord. “Nos deux pays vont probablement donner une réponse positive à l’offre américaine”, a déclaré M. Topolanek. Le premier ministre polonais a de son côté adressé un message clair à Moscou : “Nous allons nous efforcer de convaincre les Russes d’une chose évidente (…), ces missiles ne sont pas dirigés contre eux.” [Le Monde]

Deutschland könnte nach Berechnungen des Instituts der deutschen Wirtschaft in Köln (IW) vor der Mitte des Jahrhunderts seine Rolle als größte Volkswirtschaft Europas einbüßen und an Frankreich abtreten. Nach einer Modellrechnung des IW könnte Frankreich schon 2035 den führenden europäischen Wirtschaftsraum bilden.
Ursache dafür sei die demographische Entwicklung: Während in Deutschland der Bevölkerungsrückgang als unaufhaltsam gilt, werden für Frankreich langfristig steigende Einwohnerzahlen vorhergesagt. Der in Deutschland zu erwartende Mangel an Arbeitskräften werde zur “Wachstumsbremse”, sagte IW-Fachmann Axel Plünnecke. [FAZ]

A União Europeia confirmou o prolongamento, por mais um ano, das sanções contra o Zimbabwe, que impedem a entrada do Presidente daquele país, Robert Mugabe, em território comunitário. Czech Prime Minister Mirek Topolanek said he agreed with his Polish counterpart that they would probably respond positively to a US request. The US wants to build a missile interceptor site in Poland and a radar station in the Czech Republic.
Russia has condemned the plan, saying it will be able to target the sites. “If the governments of Poland and the Czech Republic take a decision to this effect, the strategic missile troops will be capable of having these facilities as targets,” said Gen Nikolai Solovtsov, commander of Russia’s missile forces. The US says the missile defence in Central Europe is designed to guard against possible missile attacks from the Middle East or North Korea. [BBC]

Sous la pression de la Commission européenne, le Parlement roumain s’était engagé, avant l’entrée de la Roumanie à l’Union, à créer une Agence nationale de l’intégrité (ANI) chargée de vérifier l’origine des avoirs des ministres et des élus. Quelques semaines après l’adhésion, le 1er janvier, cette loi est devenue insupportable à bon nombre d’élus. Ceux-ci jugent excessives les compétences de cette instance et veulent faire marche arrière.
Victime de ce retournement, la ministre de la justice, Monica Macovei, a été l’objet d’une motion de censure du Sénat, le 13 février. La Cour constitutionnelle doit décider du sort de la ministre, en se prononçant, notamment, sur le caractère contraignant ou non de la motion. [Le Monde]

Laut Bericht der Zeitung “Novi List” bestätigten Vertreter einer Fabrik in Pozega, dass die Päckchen in ihrem Betrieb hergestellt worden seien. Das Simon-Wiesenthal-Zentrum in Jerusalem legte Protest bei den kroatischen Behörden wegen des Vorfalls ein. Der Direktor des Zentrums, Efraim Zuroff, erklärte seinen “Abscheu und Empörung, dass solch ein Gegenstand heute in einem Land hergestellt werden kann, in dem der Holocaust nicht nur stattfand, sondern größtenteils von einheimischen Nazi-Kollaborateuren ausgeführt wurde”.
